Municipal Complex Project Update from Council Vice President Mike D’Aquila

At Tuesday’s Town Council meeting, I gave an update on our progress on the Municipal Complex project.  The project is moving forward nicely:

  • On Friday, April 13, we received final proposals from the short list respondents.
  • We will schedule final interviews with the short list respondents during the week of April 23.
  • We will evaluate the proposals and make a final recommendation to Town Council at a May Town Council meeting.  
  • Town Council will evaluate the recommendation before the public.  Once Town Council selects a respondent, they will designate the successful respondent as the Redeveloper and will execute a Redevelopment Agreement.
  • We expect to give notice to begin construction to Redeveloper simultaneous with the execution of the Redevelopment Agreement.
  • We expect construction to be approximately 22 months for all phases of the project.

As some background, the new Berkeley Heights Municipal Complex will become the central hub for our Township.  The project will include:

  • New State of the Art Library/Learning Center
  • Dedicated Space for Seniors
  • Modern Police Headquarters & Facilities
  • Public Space for Meetings and Activities
  • Recreation Space
  • More Commuter Parking, and
  • Township Administrative Offices

The project has been a long time in the works, including input from residents and experts to define what the Township needs and what is possible.   I am part of the project team working alongside the township planner, ARCARI and IOVINO (the architects hired for this project), our township attorney, our bond counsel, the business administrator (John Bussiculo), CFO (Mike Marceau) and clerk (Ana Minkoff), representatives from MAST (our project management firm) and Town Council President Jeanne Kingsley.  The bidding process started in February and we hope to move into the new, multi-use facility starting in May 2020.
